This is the most common Pro licensing confusion.
The short answer
The WordPress.org free plugin does not contain Pro code. Entering a license key on the free build cannot unlock features that are not physically present in that package.

- Download the premium plugin ZIP from Freemius
- Install as
rezicraft-professional-resume-cv-builder-premium - Activate your license
After the premium package is installed, Rezicraft → Templates shows city templates and Rezicraft → Settings appears.
